Your annual review is the exposure to manage this month, and the person who decides it changed.
Since Feb 20, 2026, your Business Opportunity Specialist can no longer approve or deny your continued 8(a) participation. Neither can your district director or regional administrator. Final determinations now sit with the Associate Administrator for Government Contracting and Business Development at SBA headquarters, or a designee.
Your BOS still reviews what you send for completeness. They just do not decide it any more.
Two things follow. Expect the review to run longer than it used to, because it travels further. And stop counting on a call to your district office to talk through a gap, because the person reading your file has never met you and will judge it on what is in it.
Write the file for that reader. Document your business activity target and any good-faith compliance effort in the submission itself. Do not leave it to be explained later. If you are entity-owned, including an Alaska Native Corporation or Tribal subsidiary, those two points are drawing the closest scrutiny.
